Steelers linebacker Terence Garvin broke Kevin Huber's jaw near the end of last season when he obliterated the Cincinnati Bengals punter during Brown's 67-yard return for a touchdown.

The punter went low to block him and he apparently tried to leap over the guy

That’s not a jump kick, that’s a jump land. Just like missing on a high hurdle. Punter managed to stop him though.
What was that dumb ass thinking, everybody [including the cameras] was going to blink simultaneously? He needs thumped.
The problem is the hierarchy which looks the other way and may actively encourage the criminality. If Goodell and company would administer some real punishment — an astronomical fine, permanent expulsion or whatever — these shenanigans would stop.

I think he thought he was going to clear him. Brown has hurdled people in the past, receivers around the league have been doing it a lot in the last few years.
When I first saw the video it appeared he was only trying to hurdle the punter. From different angles, though, it looked intentional; he was aiming for his face.
Normal people wouldn't think they could hurdle over a standing or even a halfway-falling man, especially having just sprinted some distance while wearing full pads.
Maybe he just got a sudden urge to show off his "silly walk" and swing his foot over into the punter's face? Kind of like a little pre-end-zone dance?

He was just trying to hurdle the punter. And I am a Brown’s fan.
I played linebacker in an area of Texas that was known for great football players. A running back that attempted that to me would have found his foot jammed back into his groin. Running backs that tried to stiff arm me just tried that once as they found out quickly that I’d bring them down backwards using that same arm.
Yeah, you’re probably right, and there’s no grousing about it on the Brownies’ website, either.
Oh gosh. Before Hi-Def and 15 cameras for instant replay the game was a LOT dirtier. Fingers in the facemasks, punching and woe be any player driven into the opponents bench.
Brown should have been penalized but nothing more. It wasn’t like he dropped kicked him when he was down.
