What do you have to do? Is it particularly easy to dial 911 accidentally? My phone occasionally unlocks into the phone contact screen but I’ve never seen it get into the dial-pad screen on its own.
I think any short sequence of digits will do it the best I can figure. You probably have to hit SEND, too.
