According to WBAL, Gossard called the circumstances under which she was first told of the incident sketchy. She said when police first told her that Nala had died in captivity they did not inform her that an officer had killer her.........................Cops are going nuts...what's going on?

I think police departments need to get a more indepth psych evaluation before hiring or at least before taking new hires off of probation.

It keeps happening because of the lack of punishment of perpetrators. “I felt threatened” is too broad a criterion to be justification for killing a human or animal.

Calling police to catch a loose dog was the first mistake. But, that doesn’t excuse slaughtering it once subdued. Slitting a dog’s throat is an indication of serious psych problems with that officer, imho, to the point that he should not be on the force. Very inappropriate response to stimulus, even if bitten. What if this was some endangered species of wild creature rather than a dog? The full weight of the bureaucracy would be landing on his head right now. The full weight of something needs to land on it for doing what he did.
