The Strategic Petroleum Reserve does not include any production fields.
It is only salt dome storage of oil that has already been produced and processed to remove water, gas, etc.
Can federal officials shut down wells and bring it under federal control? Can they use federal contractors to pump oil and transport it to strategic petroleum storage?
I believe it is a hard fact that locations and news blackouts surrounding strategic petroleum reserve activities is the norm for reasons of national security. The only news I believe the public is allowed to hear is when the federal government puts strategic reserves up for sale.
