While your idea has merit from a theoretical point it would not work in the real world....as it would not take very long for the denizens of the average ER waiting room to render useless or destroy the hardware.
Rashes are often associated with allergic reactions so anaphylaxis is a possibility. Also some systemic infections can produce a rash however the course from symptoms to death usually takes longer than the 8 hours the article states was the time frame. My money is on an allergic reaction.

You don’t die from a rash, but you can from whatever caused the rash, including some food and drug allergies.
At least with a plug-in device, you know when someone disconnects it rather than walks out of range with the device on.

I was thinking of a device like the restaurants use to tell you it’s time for seating.
