Nah - if he was working he wanted to “lay low” and wasn’t going to attract attention by bothering anybody.
Yes, if I remember correctly, they get fugitives from NJ and NY authorities, but can chase them where ever they are....
It really is a puzzle, but I am wondering if the word “Fugitive” could be some kind of code or clue?
