You are not mistaken. That is 100% correct. Do a search for such software, download, install and it should find your fax modem and set the appropriate parameters to allow you to then send and receive faxes.
If it’s new, can’t you simply call Dell support?
Sometimes you need to go into something like Control Panel / System to double check what is actually installed. If you don't currently have a FAX writer installed, you will need to do that.
But that's just my humble opinion... haven't read all the responses in this thread. Getting a FAX to work in Windows can be interesting, but it can also be done.

Yes, that is how I used to do it but on that box there is no fax option.
Fax software was something I had never even thought of as I never had to install it in the other computers.

I went to that fax zero site someone mentioned in a previous post. It was very easy and really a lot less headache then what I need to do to set anything up on a computer.

Yes, Vista (and my version of XP) is missing the fax option.
I assume you’re faxing non-paper copy from your PC. If your old printer had a fax, you may still be able use that with the correct Vista drivers. If not, either buy some fax software or a cheap HP OfficeJet with a fax option — just make sure it has a Vista driver (check HP’s website). (I only keep an HP OJ cheapie for the seldom-used fax function.)
Yes, you guessed correctly.
I still have my Dell A960 All in One which actually served us quite well and we never had a problem. This was hooked up to our old XP computer. Dell told me that printer was no longer compatible with Vista and sent me a Dell V305 which does not have a fax.
