Law Enforcement in the US do have a problem. They are quick to use lethal force, militarized, do not de-escalate a situation, some are wanna be tough guys, and the concept of real “policing” has been replaced with making as much money as possible by writing tickets.
IMHO, most sheriff departments because they are elected and usually live in the community still have a community policing mentality, but the police, not so much.

Writing "less than 100 bullets" would be implying that the police should have fired (at least) 100 bullets. Also: "less than 100 bullets" could, legitimately, be said about the police firing only a single bullet. After all, "one" is less than "one hundred."
