Yes civillians dont have to. That said theres nothing preventing a president saluting miltary on his detail or in ceremonies, either.
I would rather let it be their choice. If they want to, we knw its not a required thing they do, but because they want to. And if they dont salute, its because they dont want to. And both can be judged appropriately by us in society.
