If they were following the rule of law, it would require an amendment. But they are the ruling class, and see themselves above that.

Office holders who violate the law with impunity, are not subject to the law. They are ascendent over the law.
As the law is beneath them, they become the law.
For them, there is no violation of law, because they invent whatever law they need.
It is absolute power.

Some day after we get invaded by Iraq and they restore free and fair elections I want to hold my ink stained fingers up in Baghdad at their Congress to show that I voted and to thank them for returning election integrity to my country.

They probably have the votes for a constitutional amendment.
It would take 2/3 of both house and senate plus approval by 2/3 of the states, ain’t gonna happen.
The so-called law that is involved here is instructions from Congress to Congress. It has the same sort of force as "you must pass such and so law by such and so date" law, which is violated often. There is no consequence for a violation.
It's a law with the same purpose as "anti snooping" laws, to fool the public that the government has integrity.
Congress will do exactly what it wants to do, and will offer a reason.
The people will piss and moan.
And that's that.
Constitutional “violations” are done easy. Either ignore the constitution outright or redefine words, or create legal terms of art.
The federal government has been out of constitutional bounds for more than a hundred years. But it appears that conclusion is a matter of opinion, because zero of the people in the federal government see it that way.
Drag them out and hang them from a lamp post if they do.
I don’t think constitutionally they can stop it.
I didn’t think the Constitutional process has “rules” that could be changed without amendments to the Constitution.
