Easy question. What happened when POTUS threatened to fire Sessions? The GOP Senate attacked POTUS and threatened him not to do it. Then they passed the Mueller Coup protection act. Wray has top cover from the GOP Senate. Note also the GOP Senate recently blocked President Trump’s obviously outstanding DNI pick Ratcliffe.
It appears that Barr still doesn't control all the legacy Mueller stuff inside his own DOJ.
