According to dictionary.com, mulatto is an offensive term used to describe a person who has both black and white ancestors.
According to dictionary.com, "mulatto" is a word used to describe the offspring of one black and one white parent. According to Wikipedia, Haiti's elite is composed primarily of such people, and Wikipedia also uses the term "mulatto" to describe them.
I don't see the issue.

Apparently the word has an unfortunate etymology:

Mulatto arguably has the ugliest roots of the antiquated terms on this list. Historically used to describe the child of a black person and a white person, the term reportedly originates from the Spanish word mulato, which, in turn, originates from the word mula, or mulethe offspring of a horse and a donkey. Clearly, this term is offensive, as it compares the union of human beings to that of animals.’

My Hispanic dad always used the term mulatto when it applied, it means “mixed race” in Spanish. For Hispanics, it’s a descriptive term, not an insult.
Blacks use the term “high yaller” on each other (darker blacks say it about light skinned blacks), and they say it with contempt. I think it’s a far more insulting term.
So little Jakey Tapper isn’t P. C. pure as the driven snow, my my my.

Clearly, this term is offensive, as it compares the union of human beings to that of animals.I believe it was Mark Twain who opined it was the animals that might rightly take offense at such comparisons.

Mulatto is used within Haiti to describe individuals in the upper economic class. Historically, the term is also used to describe the mixed-race faction during the Haitian revolution and subsequent civil war. I don’t believe the word is considered a racial slur outside of America, but it is the proper term used by Haitians and not considered remotely offensive.
