i read the wikileaks document referenced. Not clear to me how this is evidence of something illegal. Is there something I’m missing?

Mueller was to deliver ten-gram sample of high-enriched uranium. That is hardly a significant amount commercially or militarily.
I have no doubt that HRC played fast and loose with domestic uranium, but it’s hard to see how this revelation fits into her scheming.
