My understanding is that waivers and exceptions are built into the ACA, i.e., the law. The last time I checked, the President doesn't have the authority to repeal or rescind a law. What am I missing here?

I am unsure if the waivers are authorized under the actual law, but that is immaterial (I seem to remember them being an extra-legal method of rewarding Obama's minions, exacted under regulations pursuant to the law). The executive branch determines who gets a waiver, and therefore the executive branch can immediately rescind all waivers.

It's really a no-brainer action - force the law to be employed as written and watch congress scramble to fix or repeal.

Healthcare legislation, as well as any other legislation, should, and must include the lawmakers responsible for passing the law. This particular exemption for the benefit of the lawmakers only, has been talked and written about since it's inception. To no avail. Now is the time for Pres Trump to make his move on righting this wrongful congressional monetary gift to themselves by using the executive order process. The same EO Obama used to gift his democrat friends in congress. Get it done Pres Trump. Better late than never.
