The head of the Education Departments student financial aid office resigned Tuesday night over what he said were simmering management problems at the agency that culminated in a dispute with Education Secretary Betsy DeVos over her insistence he testify before a congressional oversight panel.

Reading this character's complaint, it boils down to the Trump Administration trying to get a handle on improper loans (which have been increasing in recent years), exercising more oversight to do so (and calling in Congressional oversight too), and Runcie doesn't like it.
Trump’s job interviews probably go something like this:
“Who cares what’s on your CV...how many people have you fired, and did you do it publicly?”.
