I followed article links and they do have a coordinated time zone, EST.
However, they are planning to do this on every waning crescent moon hence, 24 feb, 26 mar, 24 apr, 23 may, 21 jun, and on.
This means, thanks to liberal policies, they now have to figure out how to coordinate with daylight savings time in play.
Not all jurisdictions use it.
My guess is many will be confused attempting to use the new math to get it right.
