I don’t know if we could really swing it without scholarships(she has a very small one)and whatnot, but I keep reminding her that not all colleges are like Berkeley so she doesn’t close her mind completely to higher education.

Hillsdale has the Student Independence Grant and Loan Fund. They raise over $7 million per year for this fund to help their students. They're a ZERO government-funded school If I could go back in time, I would do everything I can to attend Hillsdale. They even offer summer courses for us older folks on various subjects at a very reasonable price. I can't say enough about them. I hope your daughter gives them a serious look and investigates their funding options!
