Actually that’s a common “urban legend” not accurately representing Scripture.

This is a government of the End Times - the beast coming up from the Sea indeed supports the Antichrist but these heads and crowns represent his kingdom divisions. 3 are subdued leaving the discrepancy between 7 and 10. It is one of the heads, that suffers a deadly wound but it healed. This is the Antichrist whom the False Prophet demands the world worship, Later he is just called the Beast. Verse 12 is referencing the False Prophet (a second beast):
