No it was not a "grounded wire".
That may be what the story said, but it again just shows the ignorance of reporters and editors. It was a guy wire. Guy wires usually have one end anchored in the ground.
Ground wires (rarely called grounded wires) are attached to the earth in a way which establishes electrical contact and are used for an entirely different purpose than guy wires, which are intended as a mechanical attachment.
I am not trying to pick on you personally, but the people reporting this story, and their editors, should know what they are reporting on, or at least take a few minutes to look it up.
The stupid offended woman has been walking past power poles with guy wires all her life and has never even noticed them. There are hundreds of times more guy wires than NAACP chapters in that town an on that campus, but the foolish reporter has no idea what they are or even how to spell their name.
But, I can guarantee that both the ignorant offended person, and the reporter know how to put a condom on a banana. This is the state of education in the US today.
