I never got the reset idea. Russia wants deals. The USA expects to announce stuff and the rest of the world has to follow the leader. Russia, does not see itself as second fiddle to the USA. Russia will play at being "partner" to the USA but that is about it. If the Russians do admit the USA is the world "leader" it is understood that at least where Russia borders, it gets to be treated as the local leader.

But that is actually against American foreign policy which is anti-hegemon. The USA will admit it is the world leader but it won't allow for local hegemons under it's leadership.

That is a recipe for failure.

I hate to put foreign policy in terms of the Mafia but it works that way. The most successful dons allow the families to have their own territories where they are in charge as long as the pay tribute up to the godfather. The Godfather gets in trouble and you see turf wars break out when he muscles in on those other territories. Ask Barzini who sleeps with the fishes these days.
