Do we actually know where he got the cigarettes from? Maybe the margin on selling cigarettes from a carton you buy from a warehouse store as loosies is enough to make the exercise profitable.

And "organized crime" is a tricky phrase. If a local entrepreneur buys a few cartons in Kentucky or West Virginia, or even Pennsylvania or New Jersey to sell in New York, he may have "organized" a "crime" but it doesn't necessarily mean the Mafia's behind his own actions.
