In fact, as mentioned in related threads, regardless what FDRs activist justices wanted everybody to believe about the scope of Congresss Commerce Clause powers when it wrongly decided Wickard v. Filburn in Congresss favor, the Supreme Court had historically clariifed that the states have never delegated to the feds, expressly via the Constitution, the specific power to regulate intrastate commerce.
State inspection laws, health laws, and laws for regulating the internal commerce of a State, and those which respect turnpike roads, ferries, &c. are not within the power granted to Congress [emphases added]. Gibbons v. Ogden, 1824.
Also note that the states have never delegated to the feds, expressly via the Constitution, the specific power to decide intrastate environmental policy.
So Obama has no constitutional authority to close down coal plants even if he had the legislative support of corrupt Congress to do so.
So while it is tempting to believe that McConnell is stupid, evil becomes the reasonable explanation, imo, with respect to why he is keeping his mouth shut about Section 8.

The liberals have had their way for years with such nonsense as gay marriage, killing your babies when it suited your needs, allowing MILLIONS of citizens of other countries to cross our borders, unimpeded, claim welfare and medicaid benefits and stick the American public with the bill.
