WESTERLY, R.I. (AP) - A $3 cup of shave ice is at the center of a dispute in this beach town between street vendors trying to stay in business and town officials who say the vendors cause traffic congestion and increase the potential for accidents.

George Manko sells Hawaiian shave ice in a private parking lot for beachgoers in Westerly, where celebrities including Taylor Swift and Conan O'Brien have summer homes.

The town recently banned street vendors, except for at festivals and one-time events. Town councilors who supported the ban said they did so because the police chief expressed safety concerns...

Sometimes I wonder!...Would the old songs about “shoeshine boys” and “street vendors” even exist now if they weren't given a chance?....Did they get rich?..NO!...but they made the ones who understood it do well!!

Private property is private property.

They can’t evoke the safety bomb for the shave ice and ice cream vendors, but not the farm markets. If it is safe for the farmers, it is safe for the icers.

Private parking lot? Doesn’t sound like a street vendor to me, as he’s not vending on the street.

You’re thinking of government circa 1974. This is 2014.

Point taken. That vendor should just be squatting under a tarp in Makaha, complaining about not getting enough money for doing nothing.

I’m just a native born Texan, so need some help understanding what the hell shave ice might be. I’ve only heard of it in reports of Obama’s vacations in Hawaii.

I vacationed in Hawaii for 10 days and never encountered anything called shave ice.

Here in Texas we’ve had snow cones since the 1940s and that’s crushed ice with various flavorings available. It’s not shave ice (whatever that is), but just finely crushed ice.

Do the town council members happen to own brick and mortar businesses with which the ice guys compete?

Same thing, different process. Block of ice, scraper type tool, shave into container and add flavoring.
