Even more unlikely when you look at the geography. Neither Israel nor Saudi Arabia have good space launch sites. Israel has to launch counter to the rotation of the Earth, Saudi’s most optimal launch azimuth (over its desert territory) would head toward Iran or at least over Oman. Either one could be construed as an act of aggression by Iran.

The Saudis would be better off spending 7 billion on an international desalination race to the bottom.
Every time company was able to reduce the cost of desalination by $100@acre foot on three oceans —they would be paid 1 billion dollars. The best desalination plants desalinize sea water for about $700@ acre foot. The saudis would spend about 6 billion dollars in prize money plus 1 billion in advertising costs over 6 years or so.
That would bring desalination costs down to under $100@acre foot. At those costs you could do desert farming. The world’s deserts could be turned green for farming including the deserts of saudi arabia. The whole the middle east and north africa could be turned into breadbaskets for the whole world.
Those 7 billion dollars would have been well spent.
