Chief Justice Roberts got turned. Any lower level judge can be turned. Roberts was an unusual case. It's not often that Supreme Court Justices smuggle their kids into the US from foreign countries illegally. He was just dumb enough to get caught by the Chicago mob.

Roberts is also on Dilantin. If he has been on that for more than a couple of years then his willpower is seriously eroded. It becomes difficult to oppose someone or to speak up, even.
