Chechens are an ethnic minority living primarily in Russia’s North Caucasus region. For the past two hundred years, they have generally been governed by Moscow, though they have had varying degrees of de facto autonomy. After the fall of the Soviet Union, Chechen separatists launched a coordinated campaign for independence, which resulted in two devastating wars and an ongoing insurgency in Russia’s republic of Chechnya. Militants in and around Chechnya continue to agitate for independence, though the death of separatist leader Shamil Basayev in July 2006 weakened the separatist movement. However, violence in the North Caucasus has escalated since 2008, and Moscow experienced its most serious attack in six years with the bombing of a metro station in March 2010.

Who are the Chechens?

The Chechens are a largely Muslim ethnic group that has lived for centuries in the mountainous North Caucasus region. For the past two hundred years, Chechens have resisted Russian rule. During World War II, Soviet leader Joseph Stalin accused the Chechens of cooperating with the Nazis and forcibly deported the entire population to Kazakhstan and Siberia. Tens of thousands of Chechens died, and the survivors were allowed to return home only after Stalin’s death.

As details emerge of the three-day siege of a Russian school by Islamic terrorists – which reportedly resulted in more than 350 dead and 700 injured – it is becoming apparent that the operation closely followed the terror roadmap laid out in issue 10 of Al Battar, al-Qaida’s online training manual.

The tragic events unfolded in the town of Beslan, in the North Ossetia region, near Chechnya, as Islamic Chechen terrorists with suicide-bomb belts seized the school Wednesday, taking as many as 1,500 hostages, later releasing some. The siege ended in explosions, gunfire and the screams of fleeing children as commandos stormed the building.

The terrorism roadmap, written by Abdel Aziz Al Moqrin, leader of al-Qaida’s Saudi Arabian cell who was killed in June, provides a detailed and simplified “Kidnapping for Dummies” guide.

Reports in various media outlets illustrate just how closely it appears the guidelines were followed.

A section of the document titled, “How to deal with hostages,” advises the following:

Separate the young people from the old, the women and the children. The young people have more strength, hence their ability to resist is high. The security forces must be killed instantly. This prevents others from showing resistance.

If they are islamists we must reflect upon their legitimate grievances and ask what we can do to appease them. If right wingers we have to ask if talk radio can continue to use public airways to rile people up against government.

What we should do is open this country for anyone who wants to come here and vote democrat.

The border should be wide open, we should give new arrivals any welfare they need, and we should hire them to work in the white house or even as director of the cia.

This government is a failure and a disgrace.

Nahhhh CNN will report that Sarah Palin once saw Russia from her doorstep and that Chechenya is in Russia and the bombers came from Chechenya so obviously Sarah Palin is responsible for the Boston Marathon bombings!

You can see where they're wanting to go with this. They want to get weepy and turn this into a "senseless" tragedy that gives us an opportunity for "introspection". E.g., what is wrong with our society that two young people could live here for two years and still harbor such rage? Were they bullied? Offended by stereotypes about Muslims? Felt alienated and unwelcome?
