I know that, but where in the article did it mention the DoD budget? Wouldn't the VA be open to sequestration, especially since this is an administration with an animus towards former military?

The way I understand it the VA budget stands alone and is appropriated in two year cycles. I don’t know how it is authorized but I don’t think the executive branch has much to do with it.

Of course, when has precedent or laws mattered to the thugocracy in the white hut?
