Congress deserves this. She leaned forward and said “screw you, we will not respond to elected officials”.
Congress deserves it because they never use their only weapon, to zero out their budget. And they also need to stop with an omnibus budget bill. There should be a Farm Bill, a Defense Bill, a Transportation Bill, etc etc.
Then they could zero out a bill and not shut down the entire government. But folding it into one bill ensures they will never zero out an agency.
Separate bills? That sounds like a lot of work. Like five-days-a-week type work. It’ll never happen!
