By the looks of the photo, there appears to be a red "signature" tab at the edge of the paper. I saw those a lot when signing papers for the purchase and sale of a house. So, I would say he's signing something.

Grow up! Basically all photos of politicians during campaigns are staged. Did they think that they would see real papers with possibly classified or confidential info on them in the picture? For national securities sake they are not going to have a picture showing exactly what the President is working on. What nonsense.
